01 Come Out to the Nakano Festival!


Scene from last year’s festival The Nakano Festival is a “homemade festival” in which anyone can feel free to join and have fun while fostering friendship. There will be various entertaining events, such as exhibits and hands-on activities, as well as vendors selling local food and other products. We are looking forward to seeing as many people at the festival as possible.

The International Exchange Corner
At the the International Exchange Corner, we will describe the activities of the Association for Nakano International Communications (ANIC). In addition, there will be a “lecture corner,” where people from around the world will describe their home countries in Japanese, and a “tea corner,” called “World Tea Cup.” By all means, stop by and join the fun, if you would like to study Japanese, know more about future international exchange events or consultation services for foreign residents, or simply relax and enjoy the festival.

03 Have Your Children Been Immunized against Polio?


Polio immunizations are administered to children between the ages of 3 months and 7? years. Group immunizations (free of charge) are offered in spring and fall. Children must receive two shots while they are in the specified age range.
This year’s fall immunizations are just getting started. If your child has yet to be vaccinated, please bring him/her to one of the following locations where immunizations are being offered. No appointment is necessary.

Instructions
(1) Items to bring: Immunization coupon (those who have registered in advance), your Mother and Child Health Handbook, and a thermometer
(2) Please refrain from coming to the venue by car or bicycle.
(3) If this is your child’s first immunization, you will need to be sure he/she receives follow-up vaccines next spring (administered February to March). The standard age for immunization is between the ages of 3 months and 1? years.
(4) Please do not direct your inquiries to the locations where immunizations are being offered.

04 If Your Foreign Resident Registration Card Is Lost or Damaged


You must apply for a new Foreign Resident Registration Card (Certificate of Alien Registration) if yours is lost or damaged. Because the card contains personal information, it may be used for illegal or harmful purposes in the wrong hands. If your card is lost or stolen, be sure to report it to the local police to ensure your protection. The reference number for your missing/stolen item report may be requested at the time you apply for a new card.
In addition, damaged or severely soiled cards must be replaced with a new one.

Application period: Within 14 days of the time the card was lost or damaged
Applicant: Owner of the card (if the person in question is under 16 years old, a family member in the same household who is 16 years old or older)

Necessary items:
(1) Passport
(2) Two photographs (not required for those who are under 16 years old)
(4.5 cm [height] × 3.5 cm [width], front view of full face, no hat, taken within six months of the time of application)
(3) Statement of reason (description of what happened; a prescribed form is available at the City Office to be filled out at the time of application.)

* If you need to update or revise your registered or verified information, such as a change in your visa status or length of stay, please visit the office during regular business hours. These procedures cannot be handled after hours.

06 If You Wish to Enroll Your Child in a Municipal Elementary or Junior High School


Children of foreign nationalities who wish to enroll in municipal elementary or junior high schools in Nakano City are required to go through the admission application process. Also, the City is currently accepting applications from those who wish to enroll as first graders in April of next year. Bring the Foreign Resident Registration Card of the child who is of eligible age for enrollment and apply at Counter #15 (School Enrollment Affairs Desk, School Education Section) on the fifth floor of the Nakano City Office.
* Health examinations for children enrolling as first graders will start in late October. Please complete the designated procedures as early as possible.

Children born between the following dates are eligible to enter the first grade:
Elementary School: Children who were born between April 2, 2003, and April 1, 2004
Junior High School: Children who were born between April 2, 1997, and April 1, 1998

07 Children’s Maru-NyuMaru-Nyu and Maru-KoMaru-Ko Medical Certificates Have Been Mailed


Maru-Nyu Medical Certificates (for preschoolers) and Maru-Ko Medical Certificates (for elementary and junior high school children) were mailed in mid-September. Holders of these certificates will be subsidized for the personally borne cost of medical treatment (those covered by health insurance) received at a medical institution. The certificates can be used as of October 1, 2009.
Please be sure to file a notification form if there are any changes to the health insurance plan in which the child is enrolled. Notification procedures can be completed by mail or online.
Furthermore, please note that a medical certificate cannot be issued unless an application is submitted. If you do not have a medical certificate, please file an application form as soon as possible.

Eligibility: Children (newly born to 15 years of age) who live in Nakano City and are enrolled in health insurance; there are no income restrictions.
* This program excludes children who receive public financial assistance for everyday living and children who are institutionalized in a children’s welfare facility.

08 Do You Know about the Child Allowance System?


Various child allowance programs are available to support the raising of children, who will be shouldering the responsibility of society in the future. If you think you fulfill the requirements to receive an allowance, please consult the Child Allowance Subsection.
Each child allowance has eligibility requirements, such as income restrictions. In addition, please note that required documents vary, depending on the type of child allowance. Inquire for details.

Child allowances are available for those who live in Nakano City and are raising a child who fulfills the following requirements:

09 Burning Garbage Is Prohibited


As a rule, burning garbage, leaves, etc., in open lots is prohibited. Garbage, leaves, etc., can be burned only in incinerators that fulfill standards designated by law and city ordinances. Violators are subject to penalties.
Please try to utilize fallen leaves by, for example, making compost. If you must throw them away, please dispose of them as combustible garbage. Furthermore, please note that there is a fee if you dispose of a large amount of garbage at one time. 10 Consultation Services for Foreign Residents


Consultation services for foreign residents concerning everyday life are available. Skilled specialists offer advice in person or by telephone in English or Chinese.

Examples of past cases:

  • Please explain the tax system (for income tax or resident’s tax).
  • I am looking for an apartment.
  • I am looking for a job.

In addition, there are assistance programs for people who have difficulty with procedures.
Consultation services are free of charge. Please take advantage of these services!
