01 Consultation Services for Foreign Residents


Consultation services for foreign residents concerning everyday life are available. Skilled specialists offer advice in person or by telephone in English or Chinese.
Examples of past cases:
 ? Please explain the tax system (for income tax or resident's tax).
 ? I am looking for an apartment. Who should I ask for help?

In addition, there are assistance programs for people who have difficulty with procedures, such as paying National Health Insurance premiums or applying for their children's enrollment in nursery school. Consultation services are free of charge. Please take advantage of these services!

02 Apply for Fixed-Sum Benefits by September 14


Nakano City provides a Fixed-Sum Benefit and Special Child-Raising Support Allowance. The application deadline is September 14 (applications must be postmarked by this date), so be sure to apply early.

Frequently Asked Questions

Q1: I applied about a month ago. When can I expect to receive my benefit?
A1: We are sorry to keep you waiting. It takes additional time to process payments for foreign residents because we first need to confirm the applicant's visa status for not only the basis date (February 1, 2009) but also the date the application is approved. Payments will be issued as soon as we have confirmed all the necessary information. In the meantime, your patience is appreciated.

Q2: If my visa expires after I submit my application, will I receive the benefit?
A2: Those whose visas have expired must renew their visas at the Immigration Bureau and then renew their foreign resident registration at the City Office. After we have confirmed that your foreign resident registration has been renewed, we will process your application.

Q3: I moved to a new city before the basis date (February 1, 2009) but did not renew my foreign resident registration until after that date. Should I apply to the government of the city where I used to live or that of the city where I now live? Also, from which city will I receive the benefit?
A3: The Fixed-Sum Benefit will be issued by the government of the city where you were registered as a foreign resident on the basis date. Therefore, in the case in question, your benefit will be processed by the government of the city where you used to live.

03 Be Prepared for Storms and Typhoons


The rivers and sewerage system managed by the Tokyo metropolitan government are designed to withstand rainfall of 50 mm per hour. If storms bring rainfall that exceeds this level, serious damage can result.
Nakano City has sustained significant damage due to typhoons and intense storms in the past. It is therefore important to be prepared for the possibility of flooding.

Be Prepared: Know the Evacuation Routes in Your Neighborhood
We are distributing Nakano City Flood Hazard Maps that show areas that are prone to flooding during heavy rains as well as locations of evacuation shelters in each neighborhood. Mark the route from your home to the nearest evacuation shelter and walk the route so that you become familiar with it. Maps are available from community centers, the City Administration Resource Center (Nakano City Office 1F), and the Disasters & Emergency Affairs Desk (5F).
Be sure to discuss with your family what to do in the event an evacuation becomes necessary.

Evacuate if You Are in Danger
The city, police, or fire department will issue evacuation orders and instructions via emergency wireless speaker systems and vehicles equipped with public-address systems. Promptly exit the underground floors of any building. If you are unable to evacuate immediately and feel you are in danger, move to the second story or higher of the building you are in or escape to higher ground. Alternatively, you can go to a temporary evacuation shelter (community centers or the Nogata Senior Center).
Place sandbags or water stops at the entrance of semi-underground garages to prevent flooding. If you have to evacuate your vehicle, you can park it at a local elementary or junior high school in some cases. Contact the city for details.



04 Applications for City Health Checkups Accepted Starting June 1


Those eligible to receive health checkups include registered Japanese and foreign residents of Nakano who are unable to receive health checkups at their workplaces. Requests for appointments must be submitted for each checkup you would like to receive. Patients must cover part of the cost of any checkup administered.

 ? Longevity checkup (basic checkup): Those subscribed to the Latter-term Medical Care System
 ? Colon cancer checkup: 35 years of age and older

 ? Stomach cancer checkup (serum pepsinogen): 35?75 years of age
 ? Uterine cancer checkup: 20 years of age and older
 ? Breast cancer checkup: 40 years of age and older
 ? Lung cancer checkup: 40 years of age and older
 ? Larynx cancer checkup: Individuals 60 years of age and older
  who smoke more than a certain amount
 ? Adult dental checkup: 35?70 years of age

To Request an Appointment
Requests for appointments should be submitted between June 1 and December 15 (by September 30 for stomach cancer checkups [X-rays] and lung cancer checkups) at your local community center, health and welfare center, or the Health Checkups Desk (Nakano City Office 6F). Request forms for appointments can be downloaded from the city's Web site during the period when appointments are accepted.

 1. Appointments for larynx cancer checkups need to be requested annually.
 2. Those who were examined in FY2007?2008 will be sent checkup coupons and do not need to submit requests for appointments.

05 First-Time Foreign Resident Registration (Initial Registration)


Individuals who come to Japan and plan to stay for more than 90 days are required to complete foreign resident registration procedures within 90 days of entering the country. Registration procedures are to be completed at the Foreign Resident Registration Desk in the municipality where one will be residing.

●Person to complete registration procedures:
The actual individual who plans to stay in Japan for more than 90 days (If the individual in question is under 16 years old, a family member in the same household who is 16 years old or older should complete procedures for him/her.)

●Registration location:
 Foreign Resident Registration Desk (City Office 1F, Counter #9)
 (Note: Registration procedures cannot be completed at community centers.)

●Necessary items:
 (1) Passport
 (2) Two identical photographs (not required for those who are under 16 years old)
 (4.5 cm [height] × 3.5 cm [width], front view of full face, no hat,
  taken within six months of the time of registration)

Because certificates of alien registration for those 16 years old and older are processed at the Immigration Bureau, it will take two to three weeks for a card to be issued. Cards will not be issued on the day of registration.

Cards are issued in person to confirm identification, so they will not be sent through the mail. Foreign residents are kindly asked to return to the City Office to personally pick up their cards once ready.

The Alien Registration Act requires foreign residents to carry their cards with them at all times.
However, because this requirement does not apply to those under 16 years old, they may have their cards held by a parent or guardian.

★ Family members who can show that they live in the same household as the person to whom the card is being issued may pick up a certificate of alien registration on the registered individual's behalf.

06 Status Reports Due June 30
 (Child Allowance and Child-Rearing Allowance)

Status report forms were sent to recipients of the Child Allowance and Child-Rearing Allowance on May 29. Reports are due June 30. Those who do not complete the form will have their benefits terminated in June.
The materials that must be submitted along with the status report differ by individual. Be sure to check what materials you need to submit in advance so that you can submit your report on time.

Information on the Child Allowance System
Various child allowance programs are available to support the raising of children, who will be shouldering the responsibility of society in the future. If you think you fulfill the requirements to receive an allowance, please consult the Child Allowance Subsection.
Each child allowance has eligibility requirements, such as income restrictions. (Income restrictions apply to the highest income of the household and not to total household income.)
In addition, please note that required documents vary, depending on the type of child allowance.
Child allowances are available for those who live in Nakano City and are raising a child who fulfills the following requirements:

07 Photochemical Smog Alerts


On hazy days characterized by high temperatures and little wind, when the air seems almost white, photochemical smog can easily cause eyes to itch and throats to become sore. It is important to be aware of this potential hazard.

The city issues photochemical smog alerts using the following methods:
 ? Broadcasts over emergency wireless speaker systems installed at elementary and junior high schools and parks in Nakano City
 ? Banners at certain city facilities, such as community centers and Children's Centers (weekdays only)
 ? Yellow windsocks flown on the roofs of public elementary and junior high schools (weekdays only)
 ? Scrolling information on the five JCN Nakano channels (may not be displayed immediately, depending on the scheduled programming)
Note: Because photochemical smog is created from a reaction with the sun's ultraviolet rays, it naturally dissipates in the evening, when the sun goes down. Thus, there will be no broadcasts made over the emergency wireless speaker system if the smog alert is lifted after 5:00 p.m. Also, the Tokyo metropolitan government provides information on photochemical smog.

⋅ What to do if a photochemical smog alert is issued:
Avoid going outside and do not engage in outdoor exercise. Infants, senior citizens, and those with asthma or other respiratory disorders should be especially careful. In addition, because vehicle exhaust is one of the causes of photochemical smog, we would appreciate your efforts to voluntarily restrict driving and not
leave your vehicle idling whenever possible.

⋅ What to do if you are affected by photochemical smog:
If you experience such symptoms as itchy eyes or a sore throat, go indoors immediately, wash your face, and gargle. If your symptoms persist, contact your doctor. You can also contact your nearest health and welfare center if you experience symptoms.

08 Now Accepting Applications for Asthma Treatment Expense Assistance


Medical expense assistance for the treatment of asthma is available for individuals who have lived in the Tokyo metropolitan area for one year or longer. Applications are distributed and accepted at the Health Promotion Desk at the City Office (6F) and at health and welfare centers.

Note: There are no age restrictions. Children under three years old must have lived in Tokyo for six months or longer.

09 Nabeyoko Bicycle (Pay) Parking Lot Opening July 1, 2009


This lot will be an approximate three-minute walk from Shin-Nakano Station on the Tokyo Metro Marunouchi Line (4-44 Honcho). Usage fees are shown below. (on a first come, first served basis; conditions apply when using the lot.)

? All-day parking: You can use any space that is open without a reservation. ¥100 each time
? Monthly pass: Registration for prepaid passes will begin on June 20.

Visit Shibamata in Katsushika with people from other countries. Come enjoy the scenery of downtown Tokyo and get a taste of Japanese culture while getting to know other participants.

12 ANIC Let's Learn Together! Summer Japanese Class for Children


The Association for Nakano International Communications (ANIC) offers Japanese classes to elementary and junior high school students during the summer vacation. Once again this year, highly skilled and passionate ANIC volunteers will teach a well-developed Japanese course.

Note: No regular ANIC Japanese classes will be offered when the Summer Japanese Class for Children is held.
Eligibility: Elementary and junior high school students living in Nakano who need Japanese-language training.
Date and Time: July 22 (Wed.) to Aug. 19 (Wed.); every Mon., Wed., and Fri. (excluding August 14); 9:30 a.m. to 12:00 noon Total number of classes: 12
Location: Nakano Zero West Annex 3F, ANIC Conference Room 1 (2-9-7 Nakano, Nakano-ku)
Method: Students will be taught individually or in small groups, according to their language level. All levels are welcome.
Registration Fee: Students taking the course for the first time must pay a registration fee of ¥2,000.
Participation Fee: Approximately ¥1,500 will be charged to cover the cost of materials. (Textbooks and workbooks from the ANIC's Japanese-language classes will be used.)
