01 Application Procedures Begin for Fixed-Sum Benefits


Nakano City provides a Fixed-Sum Benefit and Special Child-Raising Support Allowance. Application forms were sent to eligible households. Applications are now being accepted, so be sure to submit yours soon!

Benefit basis date
 February 1, 2009

Fixed-Sum Benefit: Eligibility and Amount
Individuals whose status of residence is permanent resident or long-term resident and who are registered in the Basic Resident Register or as foreign residents as of the basis date (Individuals with transit or temporary visitor’s visas are not included.)
¥12,000/person (¥20,000 for individuals aged 65 and older or 18 and younger as of the basis date)

Special Child-Raising Support Allowance: Eligibility and Amount
Children registered in the Basic Resident Register or as foreign residents as of the basis date who live in households where there are two or more children between the ages of 3 and 18 (born April 2, 1990, to April 1, 2005) and where the second or subsequent children are between the ages of 3 and 5 years old as of March 2008 (born April 2, 2002, to April 1, 2005).

* Applications for the Special Child Support Allowance are processed together with applications for the Fixed-Sum Benefit.

02 Premium Bargain Merchandise Vouchers (with Expiration Dates) Valid in Nakano for Limited Sale Starting April 11 (Sat.)


The vouchers, which can be used to purchase goods at participating stores in the city (Nakano Sunplaza, Nihonkaku, etc.), will be sold on a first come, first served basis.

Sales Information
Nakano Heart Coupons: ¥10,000/set

A set consists of 22 ¥500 merchandise vouchers. One set of vouchers can be used to purchase ¥11,000 worth of merchandise.
Only one voucher can be used per purchase.
Vouchers expire on July 31.

03 Take Advantage of the How to Separate Recyclable Materials and Dispose of Them Leaflet


The How to Separate Recyclable Materials and Dispose of Them leaflet, which contains information on collection schedules and rules of sorting and disposing of garbage and recyclable materials, are available in English, Chinese, and Korean from the offices listed below. It also has information about how to dispose of many problem items that residents are often not sure how to dispose of.
The following changes regarding the disposal of garbage and recyclable materials will go into effect in April.

[Changes]
Ceramics, glass, and metal will now be collected twice a month (1st and 3rd ____days or 2nd and 4th ____days).
LCD and plasma TVs and clothes dryers have been added to the list of items that manufacturers are responsible for collecting and recycling pursuant to the Home Electronics Recycling Law.
You can request a pickup of these items as well as air conditioners, CRT TVs, refrigerators/freezers, and washing machines from a retail store or the Electric Appliance Recycling Reception Center (Tel: 5296-7200, in Japanese or English). Do not put these items out for the city’s large-sized waste collection.

04 “Illegally Parked Bicycles Are a Total Nuisance!” Park Bicycles in a Bicycle Parking Lot


Nakano City has designated 13 locations near stations as no-parking zones where you are not allowed to park your bicycle and has installed bicycle parking lots in those areas. Bicycle parking lots are available in regulated zones. Be sure to use those lots even if you only need to leave your bicycle unattended for a short time.

Illegally Parked Bicycles Are Being Removed Every Day
Illegally parked bicycles are bicycles that have been left unattended by their owners and cannot be moved quickly. In no-parking zones, patrols to immediately remove unattended bicycles will be conducted every day on weekdays and regularly on weekends. Bicycles left unattended outside designated zones may be removed under certain conditions.

¥5,000 Charged to Reclaim Your Bicycle
Removed bicycles will be kept at a bicycle storage center (see table below) for one month. To reclaim your bicycle, you must bring some form of identification, your bicycle key, and a reclamation fee of ¥5,000.
If a stolen bicycle is left unattended and then removed, the owner will have to show proof that the bicycle was stolen, such as a police report submitted before the bicycle was removed. Without such proof, the owner shall be responsible for paying the reclamation fee.

Use Bicycle Parking Lots
Monthly usage fees differ by parking lot, but the general cost is ¥100/use. Handicapped riders may be exempt from paying the monthly usage fees. For details, contact the Bicycle Control Desk.

05 Mother and Child Health Handbooks Issued to Expectant Mothers


Mother and Child Health Handbooks and Pregnancy Health Checkup Slips will be issued to women who are pregnant. Mother and Child Health Handbooks are available in several languages.

[Pickup Hours]
Pickup hours are as follows, excluding national holidays and during the year-end/New Year holidays:

*Mother and Child Health Handbooks in Japanese are distributed at the above-mentioned locations and Family Support Centers for Children (four locations in Nakano). Community centers will no longer issue these items.

06 Maru-Ko Maru-Ko Medical Certificates Have Been Mailed to Holders of Maru-Nyu Maru-Nyu Medical Certificates Who Have Children That Will Be Enrolling in Elementary School in April

Children’s Medical Subsidy Certificates (Maru-Ko Medical Certificates) that can be used as of April were mailed to parents of children who previously had Infant’s Medical Care Certificates (Maru-Nyu Medical Certificates) and will be enrolling their children in elementary school in April.

◎What are Maru-Nyu and Maru-Ko Medical Certificates?
Nakano City issues Maru-Nyu Medical Certificates to all children up to age 6 (preschoolers) who live in Nakano City and Maru-Ko Medical Certificates to all elementary and junior high school students. When either certificate is presented at the time care is received at a medical facility, the city subsidizes the out-of-pocket portion of the patient’s medical expenses (excluding meal costs during hospitalization) for treatments covered by the patient’s insurance.
If you do not have a certificate but do have an eligible child, you should contact the office below.

08 Change of Address (Change of Residence)


If you are moving to a new address within Nakano City or moving to Nakano City from another area, you need to register your change of address. Be sure you know how to accurately write your new address in its entirety, including the unit number and apartment or condo name, before visiting the City Office to update your registered information.

I. If You Are Moving to a New Address within Nakano City or Moving to Nakano City from Another Area

  1. Registration update period
    Within 14 days of changing your address (moving)
  2. Who can report a change of address?
    The person who moved (If this individual is under the age of 16, he/she must be accompanied by a member of the same household who is over the age of 16.)
  3. Where do I report a change of address?
    Foreign Resident Registration Desk (City Office 1F, Counter #9)
    Change of address reports cannot be filed at community centers.
  4. What you will need:
    1) Foreign resident registration card
    2) National Health Insurance card (if subscribed)
    3) Rental agreement or a certificate of residence issued
       by your landlord (bring it if you have one)
    * A family member aged 16 and older who can confirm that he/she lives with the person who moved may act as the person’s proxy in filing the report. In such cases, the proxy must bring some form of identification (driver’s license, passport, or foreign resident registration card).

II. When Moving out of Nakano
You do not need to report your move to the Nakano City Office. Within 14 days of changing your address (moving), visit the foreign resident registration desk of your new municipality to report your change of address.

10 For Those Who Have Not Graduated from Junior High School
   Now Accepting Registration Applications for Night School


Night school classes are available for individuals who have not yet graduated from elementary or junior high school. Applicants must be 15 years of age or older, but otherwise there are no age or nationality restrictions. Anyone who wants to study can enroll at any time. Upon graduation, enrollees will receive their junior high school graduation certificates (the same as those who attend day classes).
Some schools have begun offering Japanese-language classes for those who are struggling with Japanese. Tuition is free. Inquire for details.

ANIC

11 Japanese-Language Classes


The Association for Nakano International Communications (ANIC) offers Japanese classes for foreign residents and returnees. Small-group lessons are taught by volunteers. Applications are always being accepted.
*Students of Japanese-language schools are not eligible.

Schedule:
ANIC
(1) Tuesday morning class, 10:00 a.m. to 12:00 noon
(2) Tuesday afternoon class, 2:00 to 4:00 p.m.
(3) Thursday evening class, 6:30 to 8:30 p.m.
* Choose one of the above options and join the same class every week.
(4) Children’s Japanese class (for elementary and junior high school students), Tuesday, 4:15 to 5:50 p.m.

Registration fee: ¥2,000
Textbook fee: ¥500 for beginners
¥1,400 for students who can write hiragana and katakana
Activity fee: ¥200 will be collected every two months.

12 International Exchange Gatherings


This event comprises two sessions. Everyone is encouraged to participate!

[Session 1]
MAP
The first half will consist of speeches by foreign residents living in Nakano. Speakers will talk about their daily experiences and their dreams for the future.
The second half will be a panel discussion by both Japanese and foreign residents. Participants will discuss the future for Nakano that we are building together.

[Session 2]
Adults and children get together to enjoy some time playing games, talking, and laughing with one another.
