About Supplementary Income Payments and Extra Child Allowance


These Supplementary Income Payments and Extra Child Allowance are intended for foreign persons living in Japan who meet the following requirements;


Persons registered with alien registration card at our city as of February 1st in 2009 who are the special permanent residents specified in "Special Law concerning the Immigration Control of the person who has lost the Japanese Nationality based on the Peace Treaty with Japan" stay in Japan with the resident status specified in "Immigration Control and Refugee Recognition Act" (including children of foreign nationality born in Japan without any resident status, excluding those who stay in Japan with a short-term resident visa.)
The applicants must meet the requirements on the day of application and on the day of the decision of the payments.

Supplementary Income Payments

12,000 Japanese Yen will be paid to each person. In this regard, 20,000 Japanese Yen will be paid to those aged 65 years or older (born on or before February 2nd in 1944) and those aged 18 or younger (born on or after February 2nd in 1990).


Extra Child Allowance

36,000 Japanese Yen will be paid for each eligible child.

Requirements for Extra Child Allowance

The applicants must have more than two children who were born between April 2nd in 1990 and April 2nd in 2005. Extra Child Allowance is applicable only to the subsequent children born between April 2nd in 2002 and April 2nd in 2005 who have already been registered with alien registration card as of the base date.


Application Procedure in Nakano City

1. How to Apply

Applicants

In principle, each intended individual who is registered as an alien to be a resident in Japan.

Required documents

Please return the following 1,2, and 3 in the enclosed pre-addressed envelope. (No postage is necessary.)

  1. Please look into Nakano City Supplementary Income Payments/Extra Child Allowance Application Form and Request for Bank Transfer(中野区定額給付金・中野区子育て応援特別手当 申請書 兼 口座振替依頼書). Then,Fill in the followings;
    • Receiving Method
    • Application Date
    • Applicant's (head of the household) Address, Name, and Contact Telephone Number

    Seal (or sign) the form.
    Separate the form and keep the upper half by yourself as a copy of application record.
    The bank account to which payments will be transferred must be the applicant's account.

  2. A copy of public identification of the applicant which can verify applicant's identity.
    A copy of Alien Registration Card, Passport, Driver's License, Health Insurance Card, etc
  3. A copy of material which verifies the bank account number to which payments will be transferred and the account holder name A copy of passbook or cash card.

In principle, payments will be made by bank transfer.

If you have no bank account, please mark at "3. Receive at office counter". In this case, you do not need to return the document 3. When you come to our office to receive the payments, you will need to provide your "photo identification" which can verify you. To avoid heavy congestion, we are going to appoint period of time and a place to receive the payments. Please see the guide which will be sent to you later.

Nakano City will place strict controls on personal information such as bank account information responsibly.

2.Deadline for Application

September 14th (Monday) in 2009 (as indicated by the postmark on the envelope)
Please note that we will consider that you have refused to receive the payments if you do not apply before the deadline.

Attention Please!

  • Nakano City will not ask you about your bank account by telephone during the procedure of Supplementary Income Payments.
  • Please be careful about official-sounding "Bank Transfer Scam" and "being gotten Personal Information by fraud" disguised as Supplementary Income Payments' procedure.

Q&A

Q1: When will I receive the payments?
A1: You will receive the payments around 1 month or 2 months after you have returned and completed the application without any deficiency.
Q2: Do foreign children need to apply by themselves?
A2: In Nakano City, the elder adult who received the application form needs to apply together in place of his/her children. In this case, the applicant's identification and a copy of the applicant's passbook must be provided. No other certificate is needed.
Q3: I am renewing residence period as of the base date. Am I eligible?
A3: Even if you are out of resident status on your alien registration card as of the base date, you will be eligible if you are found later to have had a resident status as of the base date. When you are permitted to acquire the status of residence, you will need to file a registration of changes on your alien registration.
Q4: Can I receive the payments in my bank account at overseas branch of Japanese bank?
A4: We can not make the payments by overseas remittance. We can make the payments by bank transfer to bank account at banks affiliated with Japanese Bankers Association.
