01 Declaration of Resident’s Tax for 2008 Begins


Those who reside in Nakano City as of January 1, 2008 and have been living in Japan for a year or longer must declare their Resident’s Taxes. The condition also includes persons who reside in Nakano City as of January 1, 2008 but have only lived in Japan for less than a year, if the total period of stay is assumed to be more than a year-long due to the nature of their work.
The City will calculate the amount of their taxes and inform the tax payers.
However, persons who meet the above conditions and also fulfill the following criteria are not required to declare their resident’s taxes: salary earners with no other income than their salaries whose resident’s taxes are deducted and paid by the employers (“Special Collection”) that submit the “Annual Salary Report for Local Tax Purposes” (kyuyo-shiharai-hokokusho) to Nakano City or individuals who directly declared their taxes at the Tax Office.

Major Tax System Revision applicable for 2008 Resident’s Tax
◎Application of Home Mortgage Deduction for Resident’s Tax (“Home Mortgage Deduction” requires annual application)
If you are receiving the Home Mortgage Deduction for Income Tax but the full amount could not be deducted from the income tax, the residual amount shall be deducted from the income-based resident’s tax.
◎Establishment of Earthquake Insurance Deduction
In response to the recent spate of earthquakes, the Damage Insurance Deduction was recomposed and the Earthquake Insurance Deduction (maximum limit of \25,000) has been created. The Short-term Damage Insurance Deduction abolished.
◎Discontinuation of the interim measure associated with the abolition of Tax-exemption Program for Seniors
The interim measure for seniors aged 65 as of January 1, 2005 whose total income during the previous year is under \1,250,000 shall be discontinued and the full amount will be subject to the Resident’s Tax.

What is the Resident’s Tax?
The Resident’s Tax is the sum of Special City Resident’s Tax and Tokyo Metropolitan Resident Tax, which is annually imposed on those who reside in the City on January 1st of each year.

1. Tax Payment Methods
1) Salary earners
The City sends the “Tax Amount Notification” (zeigaku-tsuchi-sho) to the employers and the employers shall notify the tax payers. The employees deduct the amount of taxes from the monthly salaries and pay the City on behalf of their employees. Under this payment method known as the “Special Levy” (tokubetsu choshu), the annual taxes are divided into 12 installments (every month from June to May of the following year).

2) Self-employed persons
The City sends the “Tax Amount Notification” (zeigaku-tsuchi-sho) to the self-employed persons and they shall make their payments directly to the City using the Payment Slips enclosed with the notification. Under this payment method known as the “Ordinary Levy” (futsu choshu), the payments are made 4 times a year (in June, August, October and January of the following year). Account transfer is recommended to avoid missing the payments.

2. Making Early Arrangements for Tax Consultations
Individuals who are having difficulty with their tax payments owing to circumstances such as a sudden drop in income due to bankruptcy or loss of job are advised to not take their situation for granted and seek advice as early as possible. If payments are not received before the deadline, delinquency charges will be added. For those who are busy on weekdays or during the daytime, the consultation corner is open in the evenings and on holidays. Confirm the consultation hours and do take advantage of this service.

02 Hina Doll Exhibition


The Hina Matsuri (Doll Festival) on March 3rd is a traditional Japanese holiday celebrating the health and happiness of the family's female children by dedicating peach blossoms and distinctive diamond-shaped rice cakes.
To celebrate the occasion, the Nakano Historical Museum will exhibit the hina dolls that have been handed down in the families in the city since the Edo era till 20th of Showa. (Free admission)
Period: February 9 (Sat.)–March 9 (Sun.), closed on Mondays and third Sunday.

03 The Elderly Health Care System transformed to be the Late-elderly Medical System in April, 2008


Medical Insurance System is a system that ensures members to receive necessary medical care. For stable operation of the system, the Law concerning medical insurance will be revised and new systems such as the Late-elderly Medical System shall be initiated in April.

Persons eligible for the system are those who are 75 or older as of March 31.
Such persons will be withdrawing from their current National Health Insurance or employee’s health insurance but are not required to follow any procedures.
Those who are turning 75 in or after April will be covered by the Late-elderly Medical System from the day of their 75th birthday. The Late-elderly Medical System Certificate will be sent from the City Office.

Insurance Premiums deducted from Pension.
As a rule, the insurance premiums are deducted from public pension. The new system requires individual enrollment by the insured persons, thus, current non-working dependent persons will be responsible to pay the premiums.

Just present the Late-elderly Medical System Certificate at medical institutions
Currently, those who are 75 or older must present their Health Insurance Certificate and the Elderly Health Care System Certificate when they receive medical care at medical institutions. Starting in April, they will only be required to present the Late-elderly Medical System Certificate.
A Certificate will be issued for each insured members, which will be sent to all eligible members in March.

Self-pay burden amount remains the same
Self-pay burden paid at medical institutions remains 10%. However, those with more than certain level of income (earners of income equivalent to that of active income earners) are responsible to pay 30% of the medical cost.

Newly starting Health Examination and Guidance Programs
Previously, health examinations were focused on early detection and treatment of illnesses. The new health examination (tokutei kenshin or special health examination) will be focused on the detection of patients or future patients of metabolic syndrome and prevent lifestyle-related illnesses.

Special Health Examination and Health Guidance provided by insurers
It is mandatory for each medical insurer to provide special health examinations and health guidance for those who are aged between 40 and 74, each medical insurers
Consequently, those who are enrolled in the National Health Insurance of Nakano City will receive health examinations provided by the National Health Insurance of Nakano City, and those who are members of Employee’s Health Insurance or Cooperative Health Insurance will receive heath examinations conducted by respective organizations mentioned.

☆ Health Examinations for persons aged 75 or older shall be conducted by the Tokyo Metropolitan Late-elderly Medical Regional Council launched in 2008.
☆ Examinations not included in the Special Health Examination, such as cancer examination, will be provided as part of the Health Checkups for Residents as before.

04 From the Foreign Residents’ Registration Desk — Can foreign resident registrations be done by proxy?


Foreign Resident Registration is an official certification containing personal information provided by the applicant including one’s name, nationality, date of birth and place of resident. As a rule, the procedures must be carried out by the applicant himself/herself if the applicant is 16 or older. However, the following procedures may be done by proxy if the representative meets certain requirements.
A representative who fulfills the requirements is a family member of the applicant living in the same household (registered household) and aged 16 or older.

1. Application to register changes in address or status of residence
However, if the authorized period of stay was changed from under a year to a year or longer, the application must be made by the applicant himself/herself since a signature is required for the original registration form kept at the City Office. The applicant is also required to apply in person to register changes or corrections in names or when applying for re-issuance of the certificate of Foreign Resident Registration Card.

Application for the issuance of this document can be made by any representative including a non-family member who has a letter of attorney signed by the applicant.
In all cases, the representative is required to present an identification (Foreign Resident Registration Card, driver’s license, passport, health insurance card, etc.) when applying. 05 Extension of the Foreign Resident Registration Card Pick-up Hours


The Foreign Resident Registration Card can now be picked up during night times on Tuesdays and on third Sundays in addition to the regular operation hours.
Complete the application procedures for initial registration, replacement, re-issuance, or confirmation in advance and receive the “NOTIFICATION OF (NEW) DESIGNATED PERIOD FOR DELIVERY OF ALIEN REGISTRATION CERTIFICATE” (duplicated form) beforehand necessary to pick up the certificate.

Pick-up Hours: Tuesdays until 7 p.m. and third Sundays between 9 a.m. and 4 p.m.

Necessary items (find out the details at the time of application)
1) Initial registration: Passport and NOTIFICATION OF DESIGNATED PERIOD
2) Confirmation: Foreign Resident Registration Card (If available. Stamp showing that it is in the replacement process shall be on the back of the card.) and Notification of designated period
3) Replacement or Re-issuance: Passport (Not required for those who haven’t been issued) and Notification of designated period
Person allowed to pick-up the certificate: Generally, the applicant himself/herself
However, if a representative living in the same household picks up the card by proxy, identification such as driver’s license or health insurance card shall be required. (the representative must be 16 or older.)

06 Financial Grants for Parents of International School Students


Nakano City provides financial grants for parents of foreign nationals whose children are enrolled in international schools. If you have not applied for the year 2007, please contact the relevant Desk. Applications past the due date shall not be accepted.
In addition, if you have already applied but there are changes in the details, notify the relevant Desk immediately. Upon confirmation of the child’s enrollment status, the financial grants (for the late half for October–March) at the end of April.

1. Eligible recipients of the grants (must meet all of the following requirements)
1) Registered foreign resident whose residential address is within Nakano City.
2) Parent/guardian of a child who are enrolled in an international school (“Child” must be enrolled in an educational facility equivalent to Japanese “elementary school” or “junior high school”)
3) Tuition of the international school are paid by the applicant.

07 Are you familiar with the Child Allowance System?


To support the development of the children of next generation, there are various child allowance programs. If you have a residential address within Nakano City and raising children eligible for each allowance, please consult with the Child Allowance Desk.
Each allowance is associated with certain requirements such as income limitation (income limitation is applied to the higher income in the household). Moreover, note that the documents that must be submitted when applying differ for each allowance.
