

Bicycles are an affordable and environment-friendly means of transportation. However, if left in front of the station, they can be an obstruction and interfere with the rescue activities of emergency vehicles. When using a bicycle, be sure to use a bicycle parking lot.
There are three types of bicycle parking lots: those that charge parking fees, those that are used on a registration basis and arranged parking areas and all the three need registrations in advance. Depending on the particular bicycle parking lot, you can use a parking space on a one-day basis or for motorcycles.
Nakano City designates areas around stations as no-parking zones and regularly removes bicycles left in these areas to bicycle storage lots. Removal is conducted regardless of the length of time, and if the bicycle is locked with a chain, the chain is cut off.

To reclaim your bicycle at a bicycle storage lot, you must bring:

As of April 2007, the Bicycle Storage Lot Comprehensive Information Center has been established, so please take advantage of its services. To use a bicycle, Bicycle Crime-Prevention Registration is required by law. The objective of this system is to alleviate such problems in everyday life such as frequent bicycle theft and the obstruction of stolen bicycles that are left near the station. When you purchase a bicycle, registration is completed at the retail shop for a fee of 500yen.
When transferring ownership of a bicycle, you must resubmit the bicycle crime-prevention registration. The former owner must fill out a Transfer Certificate, and the new owner should bring this certificate along with some form of personal identification to the nearest bicycle shop to complete the bicycle crime-prevention registration.
